California Center for Effective
Schools works closely with partner districts and schools to determine
their needs and be responsive to the unique culture of their schools.
The California Center for Effective Schools also collaborates with
program consultants and Effective School Centers nationwide to advance
program development and implementation.
In the Spring of 2000, Oxnard School District and the California
Center for Effective Schools formed a partnership to implement the
Effective School Process as one way to help the District achieve
its newly adopted strategic plan.
The Oxnard School District is comprised of fifteen
K-6 schools, three intermediate schools, and one opportunity school
with a total enrollment of approximately 16,000 students. In addition,
the district runs a state preschool program which reaches approximately
an additional 300 students. The district has been growing by approximately
500 students per year.
The Oxnard district operates its schools year-round
in four tracks and has the distinction of being the first district
in the nation to provide year-round schooling to students. Two thirds
of the students are from low-income families, and 52% of the districts
Spanish-speaking students need ESL (English as a second language)
instruction.

Hilltop Elementary is proud to serve 690 students in grades K-6.
The school was built in 1957 with the addition in 1998 of 10 new
classrooms, a stage and gymnasium. The mission of Hilltop Elementary
School is to create a caring and committed environment where students
are respectful, responsible, and ready to learn. Hilltops
motto is a school for all children.
